What country is it referring too? Didn't Australia, Canada and a bunch of other countries also get independence from England?

If you are having trouble with the cactuar, wear the mutant helmet and armour and get that spiky skin disease perk, chainsaw the 3 flies at the beginning around 7 times, then let them attack you. If you kill one accidentally it's ok, there will be more.
