Who do I report a missing badge to? I don't have the get 5 different units badge, but I have the very last badge... One is a precursor to the other isn't it?

I had a glitch where I couldn't shoot my main cannon at all. I could move the ship I got in the middle of the fight, but not shoot my main cannon.
