Soldiers can't hold their primary weapon while holding the flag, even though they put it on their backs. I see that they follow their ancestors rule: "switch to your sidearm while holding the flag"
It seems like that soldier (and whoever control that tower) is the only person fighting zombies. I guess other survivors forget how to use fists or weapons.
