TheRedFear, to get it in two shots, I hit the guy second from the right in the bottom row on the head with a ricochet. The bullet killed him and the other middle guy and broke one pane of glass. Then I used the tesla to break the crate and the other pane by ricocheting off the ceiling (have to have all the tesla achievements for this way to work). Hope it helps!
