lol, sorry for the long reply delay, but I didn’t mean for the badge, I meant for the in-game achievement, Dictator. it says take 100 cities. there’s 9if I recall) 43 cities, 3 per side, whether you own them or not, that fall from your control, to get dictator, you have to pretty much become Guildmaster in both guilds.
