Dropped the quest for the top right guardian (thought after 3 kills he should stay dead). Picked back up quest. Finally killed him. Went up to place with dragon. Now the game claims I have no quest. Can't cash in with the guy to complete the quest, can't fight the dragon til I cash in the quest. Everything else is done to that point. (Tried reloading the game, page and character. No luck.) Is there a fix or is this a permanent gamebreaking bug?

Well... Negative pollution on every city, 503880 pop., ~43k RP, over 10 mil. in cash... And i still have half a year to go. Enjoyable game, but it drags around 2020.
