@ritob...This is a common problem. Many people have mentioned this. I think it varies from browser to browser. For me, I don't have as many problems when using Chrome.
Upgrading outposts also incur enemy invasions. I've found that you can ignore that and just do "direct action," on the next mission. It gives way more money than shooting enemies from the tower.
Location of shelters (& inspectors): Border Area : Area II (Clean-up mission area), Westside Area : Area IV (Factory Retake mission area), Coldwater Area : Area III (Outpost Rebuild mission area), Commonwealth Area : Area I (Recon mission area), Broken Hills Area : Area III (Outpost Rebuild mission area), Freeside Area : Area IV (Factory Retake mission area). Grayditch has a shelter in Area IV (Factory Retake mission area), but I have never found an inspector there.
First, make certain you have enough shelters to put men on your team (each shelter holds 4). You can check reservation areas for soldiers/builders/engineers. Once you the 2nd upgrade on scanners, green dots will tell you where friendlies are. At first, put soldiers on your team for training and outpost upgrades. Suggest you put off upgrading factories for a while. They make a little money, but attract the enemy. So, until you have enough firepower and a team, upgrading factories isn't worth it. A lot of the early game is grinding on the first few areas to build up coin to improve weapons and attributes.
@ritob...Once I got the hang of this game, I think it's the best of the series so far. The scanner is an absolute necessity. I have finished the game several times, so if you have questions, I might be able to help.
I'm amazed and feeling foolish that I never noticed this before: We all know that shooting barrels awards a bit of money. But I just realized that shooting those little white squares that have what looks like a black T on them also awards money. Not much, but every bit helps.
Sniper, I have found Bear and the other guy, too. I've played several times, and the quest is never resolved. I wonder if the dev promoting Decision: Medieval, because the second guy you find is immune and there's talk about a similar outbreak long ago.
@ doodaddy: I felt the same way at first, but a friend helped clarify the rules of this game. Once I learned them and played for a while, I prefer this game to Decision 2. If you have any questions, you can PM me. Least I can do is help another, like I was helped.
