The reason why there are lvl 9 gates is because you have to replay the game form the start. You'll still have the level you had when you beat the game last time. The lvl 9 gates guard the best sword and gun and theres a lvl 20 gate hidden somewhere that unlocks world 5
Here's the best strategy I've come up with. As soon as you can get an engineer. Make him build a trench. Put everyone except the engineer in the trench. Give everyone shotguns (engineer can't have shotgun) and wait until you have 10 points. Hire a Bazooka and a Officer. If needed hire a medic.
