Not exactly. Moses just committeed it straight away. It works much like a normal bill, but conference committee has a different function that's essentially for even having a chance at passing it. It can also be used to "salvage" a failed attempt, in a manner of speaking. It'll probably be easiest to just watch how stuff plays out.
He didn't exactly abolish it. If you see someone on the wrong side of a binary on the list, it means the court struck down the bill. I may indicate this differently in the future.

unfortunately, such a thing would be much more likely to just uselessly take up a slot for a while, which is why binaries and win conditions don't show up there.

Ummm... no? The VIPs affect bills in various ways. The alignment of the supreme court and attorney general affects legal challenges. The alignment of the president affects what gets vetoed. The alignment of the secretaries of state/defense will affect foreign relations. By assassinating VIPs, you change the outcome of all these events.
filibuster should probably he harder to do on win/binary bills, otherwise someone may filibuster a win bill which would be very unfair, plus binary bills its also unfair
You're basically asking for me to remove filibuster from the game, because its only real purpose is on binary bills. Win bills work like regular bills. There is also an energy cap that stops it from being particularly unfair (at most, you can only filibuster for about 2.5 hours in a stretch by yourself).
