I restarted a lvl 2 town, i had at least 60,000 experience before i restarted, that fell to just over 33,000 after i restarted. It doesn't mention losing experience, so I assume it's not suppose to happen?

Progress bar resets to 0 when you restart a town or move to a bigger one. You can increase your exp by buying more business to reach the next level.
