No Matt is not the best, Katalie is with her burst shot (press shoot with full ammo). Just wait a little and shoot only burst shots, you will see waves being destroyed quickly. Also, after upgrading reload time, you can do it faster.
this game reminds me of cube colossus - a nice shooter game that have waves of bullets and is not a scroll up game. Its an incredibly unique game thats actually pretty hard like this game is.
I notice that turning the mouse off feature makes it easier to dodge bullets in precise location (use a keyboard). Also, do not turn on auto focus as that will slow you down (just hold shift to use it - use it for precise small movement and to show hitbox). Next do no turn on auto fire, YOU will lose the ability to do the burst damage when you have the main attack bar filled. Burst damage is awesome especially if you max out the recharge on it so it puts out more bullets than just holding the attack button and puts out spread too.
DO NOT TURN ON AUTO FOCUS (seriously, just hold shift for it). It just shows your one pixel hitbox location and slows you down so you can pull some precise small movement.
Its kind of lame 2 of the 3 characters don't have a burst for their main attack (Lance, Anna). You need like 15 A ranks to unlock the last character I think. In the end I just go Natalie and just time my burst since I leveled the main damage recharge I could do that.
Bob is easy to beat, but he gets a massive handicap since I have to click to type and the fact I'm using a laptop means I have to spread my fingers widely to type some answers.
