ok so the trick to this game, capture the territory with the gold bar first. This allows you to build the Financial Committee. At the start of every level build 4 defensive turrets and 3 Financial Committee's. Then spam raise taxes until your income is about 220. At this point you basically have unlimited income, so destroy all your Financial Committee's and defensive turrets and max out production buildings and just SPAM away units.
So i was EXTREMELY frustrated with level 10, then i realized that if the tentacle is connected and you cut it at the base of the sending node it will push all the little guys into the opposing base instantly. This made lvl 10 a breeze. Please plus this to prevent others from giving up on this game like i almost did.
