Very easy, just take 3 waiters and do NOT upgrade in extra seats. Then take every upgrade untill $1000-$1100. After that take food delivery. and last, buy an extra restaurant.

for lvl 22 and 23 you have to hit all the balls of the monster. (surounding/snake). when they are all brown, the monster will die.
