The current fighting skill max is 20 so you will be able to equip it to the right hand but you won't be able to Dual Wield them yet.

When i try to restart multiple time it becomes slowed and the game is over before I even get to the terrain it works once or twice after I go to menu and back and it just gets tedious to do.
