@joelkoreth @Zeal67 That's wrong. You have to let him in for one of the endings. Letting him in leads to winning the game. He makes a cure for zombieism.
Ultimate Rebuilder Guide
1) Play the game on "pretty easy"
2) Deny requests to open churches
3) Beat the game with any ending other than the Church
4) Use a school to get 5 different people to level 10 in every stat
5) Give any items you want to keep for a new game to those 5
6) Save
7) There is a building that you can use to send 5 survivors to a new city for a new game. The building depends on your ending. Use it to send the 5 survivors with max stats to a new city
8) Put the difficulty to "Seriously Hard" and "Small" town
9) Repeat steps 7-8 until you have at least 1 big farm and 1 lab
10) Do not assign any guards or farmers. Kill zombies in surrounding areas
11) Claim farms, labs, malls/allmarts. (You should have +0 or +1 food per turn)
12) Reinforce malls & research zombie killing path
13) Play for Constitution ending
