Best way to earn money is to buy the fire hose and continuously spray the guy. It may not be the fastest but at least it doesn't decrease his happiness
Actually 1 cheat that allows you to have all cheats possible rather than just having to type the word "tao" anywhere is to go to the character editor and name your character tao. you will then hear a "gong" and have all the cheats! Do this if you cannot defeat legendary or is lazy to complete the whole game.
There is also another cheat that allows the extra 4 characters, here it goes
1: Options>Weapons>More
2: Go to main menu>Type: Cheats (Yes even if you do reach the character creator)
3: Exit Character Creator
4: Repeat Steps 2 & 3
5: Press C at main menu
6: Exit Character Creator
7: Press O at main menu.
8: If done right, there should be a "GONG"
