Good Tactic. Ok this works every time for me. First: Pause the game and que your city to move to the highest and furthest place from the creeper spawns. Second: Build some collectors with blasters defending your boarders. Next: make generators and storage buildings for when you fight back. Lastly build drone bombers and blasters which you will send into the pools of creeper in order to push the creeper back in order for you to expand.
