whats up with the whip? one time it increases speed the next it kills your speed. its boring and not sure what the betting was for 2/5

Gets really repetative, and I can't seem to figure out why the whip sometimes slows down and sometime speeds up. It makes sense to not always work, but an explanation or a way to tell when that happens would be great. Also would love a few more horse options.
