This game runs on Adobe Flash. Effective Jan. 2021, Adobe began blocking its flash player's use everywhere. Kongregate is now partnering with Ruffle to make some of our Flash content playable again. Also, have you seen the "Elite Penguin Force: Herbert's revenge"? The Elite Puffles have better hats.The hats you are placing there are only available for penguins.I recommend make the hats in the game "Elite Penguin Force: Herbert's revenge" for the puffles.
