SWAT#1: Hey look! A guy climbed out of the manhole. Shouldn't we do something about him?
SWAT#2: Don't be stupid. This is restricted area, only VIP's and SWAT members can come here. He's here, and he's not wearing a SWAT uniform, so he must be a VIP. Let him wander around as he pleases.
