In Casinos, the dealer must hit on 16 or below and stay on 17 or above. The players are not limited by this. It effects how players make their bets. Also, one of the dealer's cards should be visible when the player is betting.
So, for example, if I have a 14 and I see the dealer is showing a 5, then I'm more likely to stay. The dealer, statistically, most likely has 15 and I stand a good chance of him drawing another 10 and busting.

Why should the dealer hold at 17? He'll hold when his number is higher than yours. He's trying to make money and if his 17 is already lower than your 18, drawing again with the risk of busting isn't going to increase his chances of losing because they're already at 100%.
is it just a rule that he must hold at 17 or what? Plz explain
