Neither decrease nor increase foreign aid work on Afghanistan, Iraq. Increase Foreign aid works on Egypt, decrease doesn't. Is that working as intended?
As you can see from the message you get in your log: what you can do with foreign relations depends on the affiliation of the current cabinet/president.
um... no? I could potentially see there being a problem with Egypt and Afghanistan considering the non-aligned leaders, though I don't recall how the algorithm handles that. If reducing aid to Iraq was impossible, then reducing aid to all countries with a Socialist leader would be impossible. That's the only property of the country on the other end that's used.

Are you going to (Eventaully) make Clout 2.0 Delosford? You can always go on kickstarter and get money to add new features and stuff. Its worth a shot.
I tried running a Kickstarter for Clout before. Thing is, Kickstarter doesn't really work at all unless you have some way to generate a massive amount of interest in your campaign. And if I could just summon that up: I wouldn't need the Kickstarter. Besides that, I have no plans to make a sequel to Clout. If there's ever a Clout 2.0, it'll be 2.0 as a result of iterative development from 1.0.
In order to decrease foreign aid to a country, there must be foreign aid actually going to that country. In addition to that: the political alignment of the President and cabinet in relation to the leader of the other country can prevent it.
That's certainly a possibility. You can run them when you have no scandals, or no eligible scandals for the coverup type. So you have to be a bit careful with them.
What browser are you using? I'll see about expanding the space a bit for that line. Some browser/OS/font versions display things in an unusual size and overrun preset spaces for a few users. Let me know if doesn't clear up within a couple hours. edit: I gave it a bit more room so your unusual browser should keep everything lined up now. Let me know if you still have the problem.
Adding more parties to the game is definitely not a priority. Well, it wouldn't really be remotely fair to add more at this point, among various other problems it would cause. Then there's, you know, the lack of a corresponding real-life party and everything.

Is there some sort of prerequisite in order for the Research committee to take a positive effect or am I just unlucky enough that it lessened the support for two of my bills EOD?
Research committee can have a negative effect at end of day. It's by far a net positive to have on a bill, but occasionally the research uncovered doesn't support you at all and can't be suppressed effectively.

Remember that one time where anonymous people mailed Congressmen Anthrax? That would be interesting if that was one of the ways to 'assassinate' people.
I think you might be misunderstanding what that mission does. As you can see from the description in the mission prep screen: it causes your debate on bills to be televised, which multiplies the constituent support gain (or loss) that results from your debating. The effect lasts for 24 hours once it starts.

the game kinda got stuck, on each different page, it says I have a different amount of energy and stress, it seems that it is not the same through each different page, please fix this.
Sounds like an issue with your computer. Try checking it for viruses, malware, spyware and rootkits. There's literally nothing in the game code that could cause this.

"Jumpy"? When exactly are you getting that message, by the way? If it always happens when you try to post a specific thing, send me a message with what you're trying to post to my Kongregate account. There have been some issues with special character encodings before that caused that message, but I haven't heard about one since the server move.
Well, I did create the game with systems based on the US Federal Congress after all. I'd be kind of bewildered if it applied strongly to another country. It'll get a lot more realistic once I finish The Lobby.

We should have our first three way binary bill: Decrease State Powers, Reset State Powers and Increase state powers. If we increase state powers then public happiness increases, but we don't get control over certain binaries like Child labor laws, Vaccinations and GMO and anything else applicable. But if we decrease state powers public happiness decreases we can control Gay Marriage, The Death Penalty and more. Oh also were the heck is that Abortion Bill Delosford?
Religion is not coupled to any of the in-game parties as it is in real life, and as such an anti-abortion bill would have no appropriate party. I've considered doing binaries tied to background traits, but this would create a lot of complications and also potentially make those background traits seem overpowered or more useful. As for the binary suggestion: "binary" kind of means one way or the other, so such a bill would need to be named something else. I have considered making certain bills contingent on binary state, but realistically the utility for this would be fairly low and therefore it's not something I explicitly have planned for any specific version of the game.

Does form budgeting committee also delay the clout gain from a bill? I think it should because it make it see more use outside of certain situations.
I originally wrote the interface on Chrome and haven't changed it since... so I'm not sure why that would be happening. Make sure you don't have the zoom settings in the browser enabled or something.

sorry for double comment but I notice a glitch: On my status page it says i'm clout tier 4 but the exp bar is full and I don't see any ct4 items in the basic shop. Can you fix this delosford?

Next update or game in the cloutiverse there should be compaines that represent diffrent Industry such as GMO Products, Oil and Gas, Animal Research, fast food, etc that can play against Bills that can damage their company. Also the can bribe you to introduce a bill and make counter testimonies during the bill that will push it back like an oversight. Also in Nation Stats we should add 3 resorces that we can sell/buy to/from other countries. There would be Gas, Food, and employment rate. We need 1 food and oil for every person in America but if we can trade/buy those resources too. If we have more than enough happyness would increase buy what ever more than is needed percantage every mounth, if we lack resources then it will decrease by the lacked percentage for mounth. These features would make Foreign relations more important in clout and may cause new Binary Bills
Having corporate entities debate on bills doesn't really make sense in context of the Federal Legislature. That's really the point of lobbying, which is of course handled by The Lobby. As for the other idea: that's really kind of outside the scope of what the game is supposed to be about, and realistically-speaking, the government doesn't have much direct control over that sort of thing in the US. Thank you for attempting to offer some ideas for the game, though. It's always welcome.

How exactly does the distribution work in the PAC's. I've encountered some (intentional?) problems like not being able to send large amounts, say over 100k. I was able to send 20k but unable to send multiple small amounts.

I hate to tell you, but some relics aren't worth the effort. Whenever I got a relic it never seemed worth it. Only a few relics seem worth it, Like Nero's fiddle being the most sought after by me.
I said I might do that. Quite a while ago, and then decided against it. Maybe you're thinking of when I was talking about special gear from The Lobby potentially being better than CT3 gear but worse than relics?
Just wait it out and don't use drugs for a while. You'll go into withdrawals after a few days, then those will be over in a few days and you'll no longer be addicted.
