Under rating threshold (show) Level 1: Build mostly cheap shops on the right half of the screen. Upgrade. Put in a bus stop on day 6 or 7. Build more expensive shops on the left. Place the restaurant farthest left, as the customers spend so much time in it that it breaks them into a manageable group. Upgrade. Level 16: Repeat above.

Under rating threshold (show) you get the bonus when every customer spends all the money they have. It is a good game but a little easy. I just beat the last level without even building a restaurant. I think it's pretty useless. And I bonused every level after 17. Add a bit more strategy and it'd be a great game.
