The up, up, down and hold trick is done on the ground, not in the air. I was having the same problem until I realized that.

To all those smart people:
To get to the worm/chain-chomp, get the dumpster and the dumpster dive. Once you buy those, you should see a preview of the worm going underground. Go down the ramp and when your in air use dumpster dive and you'll go underground. The worm will spit out bombs. Use the bat to hit them at the worm.
