Yeah it's bugged.. If you click right as they start walking or just a second as they do it says you clicked too soon. It's ok for a standard reaction test but some bugs.

Seriously bugged. If you are fast enough to catch them right when they start moving it will say you were too fast and get a 2 second penalty. When you click OK you can see the rat is still moving.
3/5 though, as said, needs more gameplay.

Nice game, but instead of after you let go of the mouse, it should be when you press the mouse, because letting go of the mouse takes extra time. <- (mouse button)

It's been done before. Aside from perhaps improved graphics, this is pretty much that sheep-catching reaction game.

Build it up a bit - add different level, target reaction times, training area, anything!
