Ehm… not sure what you mean by private chat. Are there private chat rooms you can make to talk to someone else? No. But you probably don’t mean that. The easiest way (I think there are a few) is to type:

/w [username here] message

Example:

/w DarkChameleon Lol I pwn you at life n0000b1!!!

There are many ways. I know these: /w /whisper /msg /message. Then there is that secret way to whisper loudly. And a way to whisper to profile.

are you talking about in chat or on there profile, in chat /w playername, on there profile on the bottom there is an otion to leave a shout or whisper
