Maybe a banning system where mods and admins vote yes or no to the ban? The mod who wants a ban must provide proof and reasoning to why the person needs a ban.
But that would REALLY complicate the whole banning process. Instead of spammers getting quickly banned they will be free to roam the chat until a decision is made.
However maybe, there could be a system where if you think you have witnessed an unfair ban you will be able to immediately report it so that someone would look further into it.
