Yes, again: no COPPA forms are accepted. This has been recently reconfirmed by administration.

From what I understand of it, he had ownership of his account transferred to his parents. And is only supposed to be on that account under his parents supervision.

You have to be 13 and / or higher.

Someone in the age of 12 still isn’t allowed. Unless their parents know what their kid is doing.
