I’ve always thought that [this game](http://www.kongregate.com/games/chitown15/the-conduct-quiz?acomplete=conduc) should get a badge, that all new members must earn before they can chat.
(This would also help with the problem of people not being able to post in the forums because they haven’t earned a badge.)
