Id say officers have a better long time value, since gear ages kinda fast.
Id go for Booma if you dont own Spooch or Brain since his utility mirror proc is pretty cool. His normal proc is around 105k with ~5% proc rate.
Felendis proc is 200k without any bonus items and 300k with all of them. His proc rate is ~5% too.
