I did the water council daily chalenge and defeat every1 in the chalenge and when i go to claim my reward he yust keep saying → the daily chalenge is only for council members only… any 1?

You have to get their badge and then after you talk to the guy there should be a message under what he says saying that you want to do the challenge. Click on it and then go inside the building and do the challenge.
