Same thing happened, different challenger. I did not do anything with the offer, and a member of the rival guild (possibly same guy who challenged me) fought me. He had a 99 and 2 75s. I lost(duh) and I had my anti-fire team. At least keep the cap during a war and only start fighting if the challeged guild actually accepts (no response=declined). Guild wars really favor the ones with maxed out mons, and imagine if you’re new, immediately formed/joined a guild, and level 50-100 players start spamming you. You want to quit, just to get them to stop.
