With some easy math looks like for level 0 nuclear its level 50 generator effectiveness. (for gen 2 in the pic)
If you did Gen3 you could start at level 45
For each nuclear output increase just increase gen effect one level and you should be good each time.

Attempting to run wet Thorium in village. I think it could be better.

Was hoping for double iso on all but couldnt quite squeeze it in. Also not happy with all the pipes on the bottom left corner. had to upgrade WEMW more than I should have to make it stable.
Gen effect: 80
Gen max water: 48
Water pump and WEWM: 27
Thorium output: 1
Iso: 7
Tried unsuccessfully to run protactinium on here lol. Had some distribution issues without needing to upgrade max water and pumps more IMO.

Little something that some people might find useful, not sure how useful it will be at higher production levels but it's working fine for me on gas burners :P...can be edited with the exception of a few protected ranges to keep people from messing with equations.

My design for water pumps. There is a little spot where 2 reactors are on 2 generators at the top left, but it doesn';t seem to be a problem, you can fit more in if your money producers are high enough.

If you swap the lowest hot spot with the heat source diagonal to it on 1:1 village, you get an extra cool spot.

I haven't seen many Protactium Builds in here that didn't have the gnerators after mine and have been playing a fairly long time. I just got the 5/5 tick research upgrade and am slowly grinding different reactors pumps and circulators to higher levels. I use the first three Islands as reseach and the rest house reactors. I'm not sure how good any of these are.
Most of my pumps can produce 2.5-3.8 billion water atm depending on the maps upgrades, thats why some of the middle reactors are underproducing atm. I still need to upgrade their pumps.

I have been looking at a few, not really sure how to use the items most efficiently. Is this okay for start? 
I am kinda stuck in progressing, upgrades cost 10's of billions, next map costs 100 billion, roughly ~9-10 hours away. The island is full of research for ~16k/tick, currently researching my way to nuclear.

I'm stuck around the same place. You probably moved on, but for what it's worth with a heat sink you can use 2 Boiler houses for every Gas burner. You lose a bit of energy, but it's way better than Coal burners and you don't have to build offices.

does someone have a starter water build for city? I can use maybe 20 trillion or so for starters..
I am using a 3/1 nuclear setup on region for $419 million/tick. Same setup on village for $251 million/tick.
On city I was trying water build, by my calculations I should have been able to feed water for 7 Thermonuclear cells, but somehow if I place more than 4 everything blows up.
Here is my current first try with water, highly inefficient, nets me $293 million/tick:

You just incrementally upgrade the generator max heat coversion & max water inside the generator then you can upgrade the thermonuclear cell, the isolation is to help edge the generator to it limit 5% at a time which does boost the output. At lvl 12 thermonuclear it makes 727.6M but with the current lvl of the isolation (lvl 4 which gives +25%) the thermonuclear cell makes 909.49. So once more you have to upgrade both the max heat conversion & max water inside the generator in order to upgrade the thermonuclear cell and the isolation is simply bonus. Inside the generator mk2 the stats read: Water Max - 2.58M, Max Heat Conversion - 54.69M, water bonus is in my current setup: 248.47M. For some of the groundwater pumps their placement will please a fair amount of people and its more then just for looks, its actually planned out like that but of course trying to squeeze in extra cells made a few less desireable placements but it still makes 15.46B.
