before the last update, it was random thumbs up or thumbs down. now, all the battles are thumbs down. don’t know if this is coincidental to reaching Rome, or whether a change has been made to the game.
I would add, that they might have left it that way intentionally, for whatever reason. But, as myself and others have said, it was not this way before the multiplayer upgrade.
It definitely is a bug as you won’t always be granted with the MP bonus. The crowd’s wish still changes, you just won’t be able to see it (except afterwards).
