Well, it really depends on who the ‘allies’ are. If Luna’s rebelling again, I imagine Celestia would have a vast majority of Equestria still loyal to her. Even then, most ponies would still side with Celestia after the shit that happened with Nightmare Moon and Luna’s lack of publicity in the kingdom.
Celestia also had a a thousand years more than Luna did to hone her magic, even if passively.

Celestia. I mean, she has the whole Sun that can devour pretty much anything. Unless Luna controls the other stars (which would be extremely badass) and manages to get them to battle quickly enough, Celestia will probably win.

But then there’s the elements of harmony. Depending on who is being naughty, they can be used against her.
