Because he follows the law
and the second he does kill him Gotham police as well as his former batgirl (who knows where the bat cave is) will hunt him down and kill him no matter the cost.
even though Joker is much more dangerous and has killed countless people.

I guess I’m more of a pragmatist than him. I don’t care for superstitions and symbolism. I’ll use whatever means are necessary to accomplish my goal. If that means going without honor, so be it.
