You do realize that you can spawn with a precision power weapon and the two main anti-vehicle items, right?
Knock him down with the plasma pistol, and stick him.
Or knock him down and board him.
OR shoot him with your DMR. OR get in any non-Warthog vehicle and shoot him down.
