As far as I’m aware and tested.

Using pyro weapons I have burn dmg come after on skills, I finally got the silly 125k for a legendary chest and it’s worse than my rare item and doesn’t burn either.

Is this normal ?

Not all weapons applies burn without the mod.
Rare weapon with burn does beat most legendaries without it.
normal – yeah .

As far as I know meteor orb is the only pyro weapon that does not burn, and I think I’ve already tried everything.

flamediver doesn’t add burn either

flamediver only does burn damage when charged, but normal attack there’s no burn >.<
