Nobody ever plays in it.
40 minute max commitment probably scares away potential participants.
15 player minimum makes it downright impossible to get enough after that.
Either the server just doesn’t have nearly enough active players or the glory fortress needs much better incentives for participation to be sufficient.
As things are, it’s just an annoying pop-up for now.
