I have no idea how pets are chosen for Item Campaigns, but it is wrong.
It appears to be choosing skilled pets first [Rudolph, for example, despite having lower output is selected first for his 25% bonus], then some other criteria. It doesn't seem to be pet stone or item chance.
I know it's not using the right criteria, because my cat was higher than my faerie due to training, but it was choosing faerie.
I think right now it is using skill, then tier rating, when it should be using outputs. For running one campaign at a time, that would maximize output, while training the off pets to replace them when they come ahead.
While the argument could be made that this targets pets appropriate for this mission, leaving other pets to do their missions -- it still selects a full 10, and pet power distribution is tight enough that every pet is prone to selection anyway, such that current auto assignment is just a primary and second mission selector...
I'm rambling. Point is, change it to measure the calculated outputs.

im aggreeing that it should be based on the output.
the only campaign where i would want to pets chosen by skills is the level campaign since this is the only skill affecting all pets
