You can’t ban a person’s e-mail as a restriction, well, you can, but whats the point? I personally have about 17 different e-mails.

No, you (and admittedly I now), and everyone else who keeps thinking it’s “cool” to get in before a lock are the ones who are causing the problems at this point. If you see a forum that’s obviously supposed to be locked, don’t post in it. This should be obvious, as that’s the point of the lock. Now just let it die.
