Ideas for economic strategy?

Like in topic. I’m currently developing economic strategy for Kongregate inspired by games like Sim City, Sim Earth and Cities XL and I’m looking for ideas. Game is in early stage of development, I’m working on it since about one month.

Basics of the game looks like this:
1. Player is mayor of colonies in distant space.
2. There will be story, sandbox and challenges mode. Lack of ideas for story.
3. On “normal” planets player main troubles will be finances, food, water and electricity, but in harsh conditions players will have to care about things like temperature and breathable atmosphere, too.
4. Progressing system to make repeating game in sandbox mode more reasonable (rather small bonuses).
