I don’t mind that proposal.

I do not support Civilian deaths. Nuking near empty bases would do nothing, nuking my own country would hurt me, my nukes would be gone next turn, the only thing I could do was nuke small villages to incite panic. Notice small villages, because I didn’t want to kill civilians. I had a weapon of last resort, I might have been dead next turn, I used it. What is really wrong with that?
NPCs can be jerks sometimes.

Bolivia would like to note that even though population centers were avoided, the radiation has caused many deaths and will cause many more.

This is war, people die. If Bolivia sees another option that I could have done, because that was most likely the only thing that stalled troops long enough for me to escape and live, he is welcome to share it. If that had not been done, then I would be dead, and I am the only person who can reunite Russia, not doing so would cause Russia to be eternally fractured and might make our own alliance be losing this war.

Does Bolivia and its others have any more claims on why I should not rightfully reunite Russia and East Ukriane, or can I go back to having everyone agree I should?

Would you outfit your ground troops with a firearm that caused ten civilian deaths every time an enemy was killed?
2. Russia was captured regardless. Your escape gave little strategic benefit to the Ursine Alliance. Perhaps it is worth one man’s life for millions of others.
3. The Oceanic Republic, Bolivia, Uruguay and Argentina believe that it is quite the opposite, and that Russian citizens would prefer to be lead by a man who values the lives of non-combatants. However, they do state that they have no intention of murdering you, and that they would not be strongly against you running in the general election.

Put yourself in my position. Less than a year ago, you watched your nation burn, its population of millions dying in flames while the world stood laughing. In the same year, I was carpet bombed with a terrible plague again, killing half my survivors and causing five revolutions, as well as the seceeding of all my states. My land and resources are taken from me in full, I am being invaded from all sides. 1. There is no definitive evidence that any Kyoto Alliance nation orchestrated the carpet bombings, nukes, or slow-acting gas poison. The United Kingdom launched nuclear missiles at you. The others are still an open case.
2. Korea likely surrendered because of the presence of an overwhelmingly larger army in its home territory, not because of three nuclear missiles. China is not yet fully taken, and until the whole Australian army gets there it likely won’t be. We do not deny that the nuclear bombings assisted in the Ursine Alliance’s victory. We believe we could have won without resorting to such damnable tactics.
3. Then you will have no problem participating in a general election.
