How would you attack the island? Would the ones closest, like Pain, be able to attack it?

If you look at the description on the torpedos, a coastal region (a region touching water) can attack another continent. Or if you have a region with a dock, you can buy a boat for a low price and sail over there. For more information about boating, look under claiming territory in the OP or check the decription of the boat.
