Plotline:

A monster by just about everyone’s account. And yet, he held the strings of ultimate power. Up there, at the top of the highest building he gazed over the people below, seeking only to control them honorably, but down below, there was only anarchy, strife and rejection just because the people only cared for their own laws and beliefs. They had sealed him away, in fact, but no matter how hard they tried, he would remain unbeatable. Some talked about how he was practically an immortal, or perhaps a despicable forbidden, but nobody could locate a weakness.

Is there really hope?
Does anybody care in the first place?
Or will this entity remain a monster for all of eternity?

Only time will tell.

Species: Eclyptian Dragon

Bio: The mighty Shagar is one of the last Eclyptian dragons in existence. The only one who knows this dragon’s weakness is the last celestrian sage in this community, but most say that such sages were killed in the last great war. Further, that sage has no idea that this dragon even exists as well.
Powers:
Flight – 85%: Shagar is an exceptional flier.
Hyper Fireballs – 135%: These fireballs are so powerful and fast, Shagar can actually ‘oversoul’ them, drawing from the spiritual forces in the area.
Immortality – 98%: The only weakness of Shagar is the legendry destiny pendant – of which there is only one left in existence.
Empathic – 35%: Shagar is able to speak telepathically and read minds, but it often leaves him with headaches afterwards, and forget about resistant minds as well.
Shagar’s Aura – 65%: This triggers on rage generally. It transforms is alignment into pure chaotic, and lets his fireballs penetrate even the toughest of armors.
Destiny Eyes – 98%: In any event involving himself, Shagar always knows well in advance it’s coming, and what it is.
Eclyptian Healing – 65%: A team heal that also gets rid of most bad kinds of status conditions.
Doom – 85%: When casted, you have only 15 RP minutes to defeat Shagar, or your guaranteed to instantly die.
Scourge – 98%: A deadly curse that greatly cripples one target at the whim of Shagar, but rather draining to use.
Terror Strike – 98%: The pinnacle of terror in a deadly power! Trust me, don’t get on Shagar’s bad side!
Ethereal Eyes – 98%: Being an Eclyptian, it’s almost impossible to hide from Shagar.
Eclyptian Slash – 98%: A deadly slash that ignores just about all forms of armor, and even attacks spiritually!
Ultranova – 35%: One of the strongest dark explosion powers! It’s notorious for cursing as well.
Supernova – 35%: The divine version of ultranova, pretty much. Both are a recently learned set of powers.
Eclypse – 22%: Basically, the ultimate ethereal magic! It’s like combining the 2 powers above. But it’s very difficult and draining presently. (purposefully spelled the way it is)
Physicals:
Dragonish Composition – 98%: All the benefits and deficiencies of the normal dragon, pretty much.
Eclyptian Source – 35%: Whatever you do, don’t let this reach 100% or Shagar will truly be invincible!
Oversouling – 35%: Shagar’s Eclyptian status lets him exceed his own natural boundaries, but at great cost to himself.
Ancient Blood – 65%: Shagar is descended from some of the greatest of ancient dragons. Some say he was an offspring from Tiamat.
Etherial Aura – 85%: Shagar’s body is on the verge of being hypernatural. Even his soul is supercharged!
Spectral Wings – 35%: While his wings are infused with ‘oversoul’, it presently amounts to little more than being able to anchor his own soul to himself.
Training:
Scholastics – 65%: Shagar is no slouch when it comes to picking up new techniques and abilities, and can even teach them!
Leadership – 85%: While hated, Shagar’s leadership is definitely formidable.
Combat Lore – 85%: With all the opposition over Shagar, it’s no wonder he’s such a potent battler.
Arcanum – 65%: Shagar’s magical knowledge stretches back to the ancient days when the first forbidden magics came into existence.
Translation – 65%: Shagar knows just about all the common languages, and can even speak in the ancient language where one cannot lie, but all understand.
Tactics – 85%: Shagar was a naturally borne tactician. But surprisingly enough, he still was imprisoned here.
Socialism – 35%: Due to how many hated him, he picked up clues how to tell most people’s alignments so far.
Labor – 35%: He has a few past experiences as being a slave, hauling mining goods to varying places.
Inventory: Just a pendant, shining over the treasures in his room, and a king’s ransom in ‘crescents’ – the usual currency here.

Appearance: Magical Figure barley resembling a humanoid. Looks sorta like a skyrim thunder elemental, but with magical energy instead of rocks.
Alignment: Neutral
Bio: Magic come to life. Nothing to special. Learned from society, learned to accept being beat back into the unpopulated areas.
Powers: rorriM – Copies a magic that was seen. Can be done with magic not seen, but possibly fatal. Takes a lot of energy, too.
Physicals: Weak. No special physical skills.
Training: Sneaking around, since that’s how I got to learn.
Inventory: An infant wolf pet. Nothing else.

Magically Inclined – 65%. This is your ability to obtain new magics.
Arcane Training – 85%. Your great at utilizing your arcane potentials!

State the present % values based on ultimate power. However, I will, by default, guess the %’s and translate the equivalent.

My translation of gender is is ability to mate. Aesexual means one can reproduce on one’s own. Bisexual means he simply needs any other dragon to mate.

Eye Laser-85%:All core spawn can shoot lasers out of their eyes.Cora is no exception,and is pretty good at it too.
Power Crush-100%:Cora is the only core spawn who knows how to do this.Makes an inexplicable force appear over the force and attempt to crush it.
Energy charge-35%:A very powerful move where Cora charges into the opponent.Cora gets hurt afterwards,though.
Shockwaves-135%:Cora can make shockwaves out of energy so fast that it practically makes Cora the most powerful core spawn in the galaxy.
Regenerating-50%Sometimes,when part of it is knocked off,it will regenerate quickly…But only sometimes.
Bemusing Eye Power-15%:This is a newly learned power,and Cora hasn’t had any chance to train it.Can confuse,but pretty much won’t happen at this level.

Bio: Not even the Shadow himself knows his origins. He only knows one thing. He was born to kill dragons. It is his purpose. He has had a compulsive urge to do so. His abilities are tailored to killing dragons. Whoever made him wanted him to kill dragons, and he has no qualms with doing this.
Powers:
Soul of Dragonsbane – 200%: The Shadow can bypass literally any special defenses a dragon has, be them a power, physical, or training related ability. All they have to protect them from the shadow is their scales and the flesh underneath.
Breath of Death – 100%: The Shadow can, after killing a dragon, take in a deep breath and absorb the dead dragon’s soul. He gains it’s power, it’s memories, and really everything about it as the soul joins the conglomerate of souls known as The Shadow.
Physicals:
Being of Shadows – 100%: As a shadow being, the Shadow cannot die like those pitiful mortals. When he dies, he will eventually be brought back to life in a seemingly random location.

DragonsBane Swords: two blades made of dragonsbane, a magic material that weakens any dragon in it’s presence.
Amulet of Shadows: A magic amulet that gives The Shadow control over shadows despite his lack of magical knowledge.

This isn’t meant to be your character’s bane specifically dev, he is actually based on a character I made in a much older game of yours. Also, he might seem op, but not really in comparison to your character dev. I personally think it’s fair, since you get to have a player character that is extremely overpowered.

Name: The Swarm
Species: Viral Parasite, but exists within a myriad of macroscopic species.
Age: N/A
Gender: Asexual/Bisexual – The Swarm itself can reproduce asexually within a suitable host, but is quite capable of transferring itself to the offspring of any infected beings that produce such a child.
Appearance: The Swarm cannot be physically described by the naked eye, as it inhabits a multitude of bodies belonging to a large number of different species. At its most basic, it can be viewed as a virus of sorts – a protein shell surrounding a strand of DNA, except in this case, the DNA is actually a tiny parasitic being, and both the protein shell and parasite exist as a physical, magical and spiritual being all at once. And for more information, look at the ability sections.
Alignment: Chaotic Neutral
Bio: The Swarm does not have a biography of its own, since it lives through the actions of those it has infested. The closest one could get would be the evolutionary path taken by its predecessors to allow it to reach its current forms, but since that is long and complicated, it would be best to ignore this entirely. What is known is that the Swarm is entirely sentient, and likely sapient to some degree as well; its goals, not so much.
Powers:
Hive Mind – 150%: Those beings infected by the Swarm fall into a hive mind with others who have been infected, allowing them to share information with one another instantaneously, including memories and current vision points. This grants any given instance of the Swarm excessive intelligence, knowledge, and problem-solving capacity, effectively meaning that little to no mental issue can stop the Swarm from advancing its goals.
Separation – 100%: Killing one instance of the Swarm, usually via the medium of killing the being infected by that instance of the Swarm, does not affect any other instance of the Swarm, as they are not “connected” in any way that would allow such a thing to occur.
The Many – Var%: The abilities of those the Swarm has infected are usable by the Swarm in the same way as the being would normally use the abilities.
Physicals:
Takeover – 300%: The presence of the Swarm in a being’s system spells effective doom for it. From the moment the Swarm takes hold, usually about ten minutes after initial infection, an infected being – and this can be any being, due to the Swarm’s nature – loses hold of its own mind, being controlled purely by the Swarm for the rest of its lifespan; in the case of beings born with the Swarm infesting them, they develop no personality other than that which the Swarm derives for them at any given moment. There is no known vaccine or cure for infection by the Swarm, be it physical, magical, or psychological – essentially, nothing can stop the Swarm from taking over once a target is infected, and nothing is able to undo infection by the Swarm.

Top portions of that building then. Generally the top 5 floors. It has 35. ok?

Also, these conditions:

Since you didn’t state how it spreads, one of it’s powers is Infector 35%. This is an ok beginning, but that generally means that contact only, and sorta iffy presently. But reliable to a point. At 100%, that will mean fully airborne, requring full quarantine to not be infected.

Also, nobody knows of your existance – yet.

Name: Iraca

Species: Azure Dragon (Dragons are cool.)

Age: 2,365

Gender: Female.

Appearance:

Alignment: Chaotic Neutral

Bio: Iraca is a free soul. While one may think that she is cruel, violent, or otherwise not a particularly nice dragon, she is very kind to those who get to know her. She tends to avoid others when she can, particularly others she doesn’t know, as she is extremely untrusting.

Powers:
Paralysis Breath:75%- Her breath can flash freeze incredibly quickly, causing those affected to be paralyzed in the cold.
Cold Aura: 50%- The air around her is very cold, cold enough to put out most fires.
Terrifying Glare: 100%- She is one not to be trifled with, and a glare from an angry dragon could easily make someone flee for their lives.
Flight: 100%- She has flown for eons, and knows how to fly with incredibly dexterity.
Glacial Armor: 50%- Iraca can encase herself in ice, forming a hard to penetrate shield. However, it massively slows her movement.
Weather Control: 10%- Iraca has limited control over the weather, currently only able to affect long-term temperatures of climates minorly, or change one form of precipitation into another, such as rain to snow, or vice versa.
Phasing:10%- Being a being of freedom, she is able to temporarily make her unable to be touched, and all bindings, creatures, and other objects fall off of her and onto the ground as if she wasn’t there. It is incredibly painful currently, however, and can only be used for a short time.
Teleport:75%- Iraca can teleport herself long distances if she can see the location fairly well, or short distances even where she can’t see it. If there is anything in the area where she teleports, she teleports to the nearest empty location.

Physicals:
Disease Resistance: 100%- Iraca’s body simply refuses to be majorly affected by any disease, whether mundane, magical, supernatural, etc. She can, however, still carry them.
Disadvantageous Disintegration(Yes I had to.):100%- When killed, Iraca’s body, and all objects within around 5 feet of her, disintegrate. Living beings are unaffected. Iraca’s soul is destroyed upon the disintegration.
Inert:100%- Iraca’s body parts can not be used to make anything productive; if attempted, they simply turn to worthless dust.

Training:
Reflection:50%- Iraca has trained herself to reflect harmful spells and curses back onto the user, but only occasionally at this point.
Cloning:5%- Iraca very occasionally can cast a spell, curse, etc. when someone else casts one on her, and she doesn’t reflect it.
Replicate Speech:100%- Iraca has trained to speak the languages of others, and after a few minutes of listening to it, can make basic sentences based on the words it said.
Combat Expertise:75%- Iraca has fought several species throughout her life, and is quite good at fighting overall.

Inventory: A large, disembodied claw from another dragon permanently stuck in her left side. (Permanently as in it is more or less a part of her body now. It’s been there for over a thousand years.)
