There are ways to develop Flash games, in both as2 and as3, for free. You could in theory get by using either the drawingAPI or bitmap graphics thereby avoiding needing the Flash IDE all together.
In saying that, it’d be tricky as hell and be far too steep a learning curve when just starting ( Just wanted to mention that it is all possible for free ).
