Zombie game is too broad of a subject, it’s the same as saying “What should a ponies game have?” but in the end…

Will it be a 2D or 3D game?
Do you have a genre in mind?
I advice checking for commonly used genres, survival is becoming extremely popular with the DayZ
Do you intend to have Zombie killing or simply “run away”?
Do you intend to have mutated zombies?

Unicorns. Unicorns that shoot sprays of glitter from their bungholes. Also flying sharks (with or without frickin’ laser beams on their heads), giant robots, and of course, tentacle monsters.

This is better off in the design forum.

Don’t make a zombie game. There are too many. Be original.

Turtle zombies which hide in their shells when startled by loud noises. Instead of a gun, the main character has a whistle to stun the zombies in order to his way past them.
