So how do I make an chiptune version of a song?

are you looking for an 8-bit midi converter? or are you looking for making things yourself.
If you want to make things the fun way, look into Famitracker or Musagi.

If you want a MIDI converter try: GXSCC

Other than what to use, how you figure out the notes etc. is all you.

But how about a way to change mp3 files into midi files?

Do some research. They’re completely different things. An MP3 is music, it tells the computer how to move the speakers. A MIDI file is the instructions to make music, it tells the computer what notes/instruments to play.
There is some sort of conversion software out there, but I doubt it’ll sound anything like the original. (It looks at the waveform and guesses what notes/instruments are playing. [I think.. I don’t actually know, just my guess.])
