You need to try your luck with the high level lairs like 40 and 50.
actually, it’s lvl 10-30 lairs to get lvl 1 skills, 40-60 for lvl 2 skills, and lvl 70-100 lairs to find lvl 3 skills.
i have a question, is there a certain lair i should go to to get certain skills or a lair level where lvl 1 and 2 skills are more common?

I’ve had the most luck with lvl 30. Also lvl 40.
I’ve done lvl 40 a lot, only sucessfully looting moon boxes once =(
Try getting a friend or two! It always helps.
