If you read between the lines it actually says: If the rule has not been changed on the next page, follow previous page’s rule until someone can think up a new rule -therefore we must now follow the new ‘Rule 387’

But seriously, those rules have been altered so it is really ‘For each new page, there must be a new rule, no matter who makes and when they they make it, as long as a new rule is made for each page’
